      Given the provided Order and its items, creates one or more Subscription and related items. If the subscription already exists, returns it.
      Parameters:
      request - Request containing the Order with OrderItems representing Subscriptions to create
      contextInfo - Additional sandbox and multitenant info
      Returns:
      the list of the SubscriptionWithItems created.
